Utility issues often cause significant delays in transportation construction projects. This research project studied the current utility process at the South Carolina Department of Transportation (SCDOT) and provided recommendations to minimize overall project delays. The recommendations are derived from the combined synthesis of the literature, survey of state DOTs, and survey of in‐state utility owners. Several best practices with process, financial, and legislative implications are offered for SCDOT to consider as recommendations.
